Bell signs Eagles’ offer sheet

Whether the Eagles made solid progress toward improving their 2010 roster yesterday might hinge on whether the Saints decline to match the Birds’ offer sheet to restricted free agent running back Mike Bell. The other move, the one that isn’t contingent on anything but a physical, is interesting but doesn’t seem to be a game-changer. New general manager Howie Roseman shipped underachieving defensive end Chris Clemons to Seattle, along with the second of the Birds’ two fourth-round picks in next month’s draft, for defensive end Darryl Tapp. Tapp, who started only three games and recorded just 2 1/2 sacks last season for the Seahawks, seems to be a rotation guy, much like Clemons.
