NO MATTER how excited some elements of the fan base might be about his return, the Eagles aren’t starting Jeff Garcia at quarterback this weekend.They also aren’t starting Michael Vick, who is ineligible for one more game.And there is almost no chance that they are starting rib-fractured Donovan McNabb, who probably won’t be able to really run again for at least 10 days, according to Dr. Art Bartolozzi, former team orthopedist for the Eagles and Flyers.This week, the home opener against the New Orleans Saints, belongs to Kevin Kolb.
